In its early years, the Fed managed the amount of money in circulation by buying and selling gold and raising or lowering the "discount rate" at which it lent to banks. But Benjamin Strong, head of the New York Fed, realized that gold was no longer the main factor controlling credit in the economy. By making a large purchase of government securities in 1923, Strong saw that he could infuse money into the banking system and push down interest rates. The Fed was transitioning from being an emergency lender to an engineer of the economy's fortunes through the availability of credit. Today, the Fed buys and sells securities to raise or lower its benchmark short-term interest rate and, since the 2008 financial crisis, has purchased bonds to lower long-term rates, a controversial strategy known as quantitative easing, or QE.

Its $66.7 million market cap puts it in the middle of the group, although its share price is currently the lowest at just over $6. I sat down this morning and spent some time looking for cheap stocks that might do well regardless of market action in 2014. While bargains are scarce there are still a few to be found. One such bargain is mortgage REIT Apollo Residential Mortgage (AMTG). The stock is trading at less than 80% of quarter-end book value, and management also announced a $50 million share buyback at the same time. There may be some erosion of book value as they look to adopt more credit-sensitive portfolio policies, but I doubt it will be substantial.

I always find it very interesting to see what long-term investors are selling in a given quarter. Kahn Brothers lightened up on many financials that have shot up and now trade above book value. The firm sold out of Flushing Financial (FFIC), TCF Financial (TCB) and Dime Community Bank (DCOM). Khan apparently shares my views on the large-cap drug stocks, easing up on both Pfizer (PFE) and Bristol Meyers (BMY) over the summer. Khan Brothers also sold the last of the Travelers shares (TRV) it has owned since 2008 at more than twice the purchase price.
